 Landfill Allowance Trading Scheme

The Landfill Allowance Trading Scheme (LATS) introduces significant and innovative changes in waste policy and practice for the diversion of biodegradable municipal waste from landfill. It is intended to provide a cost effective way of enabling England to meet its targets for reducing the landfilling of biodegradable municipal waste under Article 5(2) of the EC Landfill Directive.

Defra has brought together all the available information and guidance to assist local authority waste managers in planning for the introduction and operation of the scheme. This information and guidance can be accessed from their website, by clicking here.

Allocation of landfill allowances to waste disposal authorities

The Secretary of State for the Environment, Food and Rural Affairs has allocated landfill allowances to each waste disposal authority in England, persuant to section 4 of the Waste and Emissions Trading Act 2004.

Table A sets out the data which are used in calculating the amount of biodegradable municipal waste send to landfill by each waste diposal authority in 2001/02 and the calculation of the base year figure for each authority.

Table B sets out the allowances allocated to each waste disposal authority for each year of the Landfill Allowance Trading Scheme.
