West London Waste Authority (WLWA) is responsible for the disposal of the waste collected by its six constituent London Boroughs of Brent, Ealing, Harrow, Hillingdon, Hounslow and Richmond-upon-Thames.
WLWA is also responsible for the transport and disposal of the waste received by each of the Boroughs at their Reuse and Recycling Centres, and for the storage and disposal of the abandoned vehicles that the constituent boroughs clear from their streets.
Best Value Performance Indicators (BVPIs) 2007-08:
Recycling Rate: 17.68% + Composting Rate: 9.42%
= Total Current Rate (2007-08): 27.09%

Reuse and Recycling Centres

 Reuse and Recycling CentresWithin the Authority’s area, Reuse and Recycling Centres are provided at ten locations. The provision of these sites is arranged by the constituent boroughs, with WLWA being responsible for arranging for the transportation and disposal of the waste from the sites. Municipal Waste
The majority of the municipal waste recycling that occurs in West London is carried out by the six constituent Boroughs who all provide extensive opportunities for residents to recycle their waste. Commercial Waste
Trade waste is accepted on payment of a charge at WLWA's sites at Twyford, Abbey Road, Stonebridge Park, NW10 7TJ (Tel 020 8965 5497) and at Victoria Road, South Ruislip (Tel 020 8841 4546). However, there are some limitations on the type of waste that may be accepted and potential new customers are advised to telephone first.
Recycling
WLWA financially supports recycling activities by paying recycling credits to the Boroughs for each tonne of waste that is recycled instead of disposed of. These credits reflect the Authority's savings on disposal costs that result from recycling. In 2003-04 WLWA paid around £3,265,000 in recycling credits to the constituent boroughs for their recycling of 77,674 tonnes of waste. WLWA itself also recycled over 7,000 tonnes of waste and composted of over 23,000 tonnes of green waste.

What Happens to the Waste?

|
Transport to Landfill
Apart from the waste that was recycled or composted, in 2006-07 about 630,000 tonnes of waste was transported from 17 transfer stations or Civic Amenity sites for disposal by landfill.
74% of this waste was transported from WLWA's two major transfer stations Transport Avenue, Brentford and Victoria Road, South Ruislip. At these sites waste is compacted into ISO Containers and loaded on to railway. The waste is taken by the Authoritys’ rail contractor EWS Ltd to Landfill in Oxfordshire or Buckinghamshire. Green waste from the boroughs’ green waste collection schemes is also received at the Transport Avenue site. The waste is sent by railway for composting at Sutton Courtenay.
12% was transported from the Authoritys’ Twyford transfer station and the boroughs’ Civic Amenity sites. Here private contractors transport most of the waste directly to landfill by road.
9% is delivered to six private contractors transfer stations, the largest being Shank’s Hendon transfer station.
Location of Landfill
31% of the waste went to landfill in Buckinghamshire, 35% to landfill in Bedfordshire, 32% to landfill in Oxfordshire and the remaining 2% to landfill in Surrey and Essex.

Organics West London
The Authority was part of the OWL Project (Organics West London) which trialled the collections of organic waste (excluding meat and fish) in the West London Boroughs of Brent, Ealing, Richmond and Hounslow over a 15 month period ending in November 2004.The aim of the project was to investigate the potential for organic collections, process it locally and if possible market the resulting compost product back in the area it originated from. This was in partnership with Waste Recycling Environmental Limited and London Remade.
Transportation
Most of the Authority's waste is transported by rail which brings the environmental benefits of reducing the amount of heavy lorry movement on the roads and therefore air pollution and congestion.
Green Procurement
WLWA has signed up to the Mayor of London’s Green Procurement Code which has been set up to help organisations identify and buy recycled products.
